Foster Care and Adoption Services

Resource Family and Permanency Services matches children from birth to age eighteen with resource (foster and kinship) families when children are unable to remain at home with their birth families. Children and birth families are provided ongoing support services with a goal of family reunification or other permanency options such as adoption. The program has a full service adoption license supporting permanence for children and families.

For information about becoming a foster or adoptive parent, call toll-free (877) 488-5437 or email. Someone will contact you to discuss becoming a FamilesFirst foster parent.

Therapeutic Behavioral Services

Therapeutic Behavioral Services (TBS) is the result of a California lawsuit (Emily Q) creating an entitlement for children eligible for Medi-Cal and who have been hospitalized or placed in treatment group homes to targeted behavioral service that will assist them to be successful in the least restrictive environment. These behavioral plans ensure that the function of the behavior is understood so that the child can learn behaviors that are more successful or the environment is changed to better meet the child’s needs. These services are strength-based and intended to be short term and additional to other mental health services.

Referrals are made through the Monterey County Behavioral Health.  The referring worker completes the Therapeutic Behavioral Services Referral Packet and sends it to the TBS Case Manager.
