Foster Care and Adoption Services
Resource Family and Permanency Services matches children from birth to age eighteen with resource (foster and kinship) families when children are unable to remain at home with their birth families. Children and birth families are provided ongoing support services with a goal of family reunification or other permanency options such as adoption. Program UPLIFT® IRC (Wraparound) for children with developmental disabilities and their families in San Bernardino and Riverside Counties referred by the Inland Regional Center (IRC).
Program Uplift IRC is a family-focused intervention and support to children/youth up to 25 years old with
developmental disabilities and their families. This program is a replication of EMQ FamilieFirst's successful Wraparound
program and is the first program offered of its kind in California to this population. EMQ FamiliesFirst is credited with
bringing Wraparound services to California's families challenged by the impacts of children with severe
psychiatric and emotional disabilities.
The Inland Regional Center, serving San Bernardino and Riverside Counties, refers children/youth to support
their ability to remain in their home and community. EMQ FamiliesFirst's Program UPLIFT IRC brings behavioral and community
service experts into the lives and homes of families, helping them to manage difficult behavior and adding
support with expanded involvement from caring family, friends and neighbors as well as other community resources.
Youth with serious emotional and behavioral problems as well as developmental disabilities can be at high risk
of out-of-home placement when parents or caretakers have a hard time managing their day to day needs.
Some of the specific services offered to families through Program UPLIFT IRC include: safety planning to support
behavioral stabilization behavioral analysis, and effective positive behavior management strategies; environmental
interventions at home, school or other settings; parenting and other skills coaching; support in assessing and
accessing educational or other needs; and 24/7 on-call support for unplanned service needs. Services typically
result in stabilization within a few months and sustainable change within 12 to 14 months.
EMQ FamiliesFirst's San Bernardino office and Riverside offices offer this program in both San Bernardino and Riverside counties.
