Services at this Location
The wraparound process provides individualized, comprehensive, community-based services and supports to children and adolescents with serious emotional and/or behavioral disturbances so they can be reunited and/or remain with their families and communities. EMQ FamiliesFirst currently provides wraparound services in San Bernardino County under three programs:
Program UPLIFT®
Program Uplift San Bernardino receives referrals from the Department of Behavioral Health, Department of Children's services, and San Bernardino County Probation Department. This program follows from Senate Bill 163 and is designed to assist families in reaching their family vision and goals. Typically, children and their families receive Wraparound support for approximately 12 to 18 months and learn how to implement a planning process into their own homes. With the assistance from the Wraparound team, families are able to locate and secure resources in their own communities, develop a family safety plan, and learn to apply their own planning process to solve problems unique to their own family.
Program UPLIFT® IRC (Wraparound) for children with developmental disabilities and their families in San Bernardino and Riverside Counties referred by the Inland Regional Center (IRC).
Program Uplift IRC is a family-focused intervention and support to children/youth up to 25 years old with
developmental disabilities and their families. This program is a replication of EMQ FamiliesFirst's successful Wraparound
program and is the first program offered of its kind in California to this population. EMQ FamiliesFirst is credited with
bringing Wraparound services to California's families challenged by the impacts of children with severe
psychiatric and emotional disabilities.
The Inland Regional Center, serving San Bernardino and Riverside Counties, refers children/youth to support
their ability to remain in their home and community. EMQ FamiliesFirst's Program UPLIFT IRC brings behavioral and community
service experts into the lives and homes of families, helping them to manage difficult behavior and adding
support with expanded involvement from caring family, friends and neighbors as well as other community resources.
Youth with serious emotional and behavioral problems as well as developmental disabilities can be at high risk
of out-of-home placement when parents or caretakers have a hard time managing their day to day needs.
Some of the specific services offered to families through Program UPLIFT IRC include: safety planning to support
behavioral stabilization behavioral analysis, and effective positive behavior management strategies; environmental
interventions at home, school or other settings; parenting and other skills coaching; support in assessing and
accessing educational or other needs; and 24/7 on-call support for unplanned service needs. Services typically
result in stabilization within a few months and sustainable change within 12 to 14 months.

Program UPLIFT®, Early Wraparound
Program Uplift, Early Wraparound receives referrals from the San Bernardino County Department of Behavioral Health under the Mental Health Services Act (MHSA). Program Uplift or what has been called "Early Wrap" will serve children and their families from the ages of 0 to 15 who may have emotional disturbances and co-occurring disorders.
The county of San Bernardino has identified that child who receive services under the MHSA program will not be eligible for SB 163 Wraparound, will be at the 200% poverty level, are unserved and underserved or have not experience appropriate service delivery. EMQ FamiliesFirst staff will collaborate with the San Bernardino County Children's Crisis mobile team to educate, assist, and develop a community partnership with families who may need short-term wraparound like support. The goals for this program as identified by the San Bernardino County program plan is to divert children and youth from hospitalization, keep them at home and in school, and teach children skills to stay out of trouble and remain safe in their communities.
All three programs are based on a model of service that develops plans focusing on the individual strengths and needs of members of the family. Plans center on the family, and are built upon the child's and family's unique strengths.
Ultimately, the wraparound process helps families rediscover hope. Active crisis and safety planning minimize uncertainty and fear. Through wraparound, families develop an effective support network, increase their sense of competence, acquire new skills for managing the special needs of their child, and have access to the supportive resources they need to build brighter futures for themselves.
Family Finding
Every child wants a loving home. Unfortunately, many children in foster care experience multiple placements,
often leaving the children feeling abandoned and desperate for family connections. In the process of moving,
children often lose all connection with their biological families, even with healthy, safe relatives.
EMQ FamiliesFirst's Family Finding program helps reconnect children with safe, healthy families and speed their recovery
from emotional trauma. Using internet search technology, we are able to find biological family members for
children in the system. Once we have identified family members, we work to reestablish relationships and
explore ways to find a permanent family placement for the child.

Children's Intensive Mental Health Services (CIS)
Children's Intensive Mental Health Services (CIS) is a short-term, focused array
of in-home services for children/ youth and their families who are experiencing serious
psychiatric and emotional disabilities. CIS provides customized services for children and
families that support stabilization following discharge from an acute psychiatric hospital
and/or to avoid the need for higher levels of care. This program is designed to support the
family unit and to engage the family in the design and implementation of individualized
service options that reduce the risk of out-of-home placement, significant school problems
or involvement with the child welfare or juvenile justice systems. This program provides
safety planning, crisis management, behavioral analysis and positive behavioral interventions,
as well as individual and family treatment resources.

Success First
Success First serves children 0-15 years old and their families who have been unserved
or under-served for their mental health needs. Targeted, short-term services, lasting
approximately three months, are designed to help stabilize problem behaviors and to facilitate
access to other resources needed to support the child mental health and normal development.
The service is provided in-home and in the community to resolve crisis and achieve
stabilization for the child and their family.
This program is funded by Proposition 63, the Mental Health Services Act, which was voted
in by California voters in November, 2004.

Referrals to Success First can be made by anyone who has identified a child at risk due to
a mental health problem. Most referrals are made by the Department of Behavioral Health.
