Children's Intensive Services in San Bernardino is designed for children and young
people through age 18 with challenging emotional/behavioral difficulties who, without
concerted services in their homes and communities, are at risk of hospitalization or other
advanced out-of-home care. Additionally, the CIS Program stabilizes youth who are transitioning
home from a psychiatric hospitalization, a residential treatment center, or similar facility.
Youth with mental health issues who are referred to the CIS Program may also have co-occurring
substance abuse problems. The CIS Program particularly seeks to serve those groups in our community
who have traditionally received less access to mental health services.
All youth referred for CIS Program services must have prior enrollment in Medi-Cal.
How does a child receive services from this program?
Anyone can refer a young person to the CIS Program San Bernardino. EMQ FamiliesFirst receives referrals from
psychiatric hospitals, the Dept. of Behavioral Health, schools and school districts, the Dept. of
Children's Services, the Probation Dept., mental health professionals, foster family agencies,
community service organizations, other agencies, and families themselves.
